[spoiler]when I say "you" I'm referring to the reader, not specifically you OP, this is a comment directed at everyone. [/spoiler] It wasn't really passed in secret. It was [u]written[/u] in secret. If you follow politics then it was a very big issue, if you're just some Joe Schmoe I doubt you knew about it. It was buried in the news stories by gay rights and confederate flag stuff. The important thing for people to realize is that noone is more responsible for your own ignorance or awareness than you. If you didn't know about this, shame on you. If you knew and didn't contact your representatives and encourage others you come in contact with to do the same, shame on you again. People need to understand that the popular topics of discussion are driven by us, and our conscious decisions to prioritize certain issues. It's up to us to inform ourselves and others. Personally, I blame the people for not caring about it until its too late. This reactionary society bullshit will be our undoing.
