what i dont understand is why the ram helms armor actually works in norm pvp without lvl advantages on....

It increases the armour, not the defense. The defense is the stat provided by your helmet, boots, chestpiece and gauntlets. The Ram gives armour, which is a stat on your subclass (Armour, agility and recovery). If you have full armour, you can take around 20 more damage than if you had the lowest armour. The ram buffs the armour stat, and allows you to absorb about 15-25 more damage.
