This error isn't about connection. Is a sever problem whit bungie.

You most certainly can! After 30 years of network and server work, I can tell you that you can blame a companies connections. But I will admit that there are many factors that can cause the problem and it can take a while to locate it and remedy - then add, the programming factor, and fixing one problem can lead to another. So whether it is their problem with network service, or the server load, or their routers, or the programming of any of the above - or even their service provider. But too, what can add to the problem is your own connection, or provider. Too many factors to look at and investigate to make such a blatant statement, especially if you are not IE and/or expert systems analyst.
