Can I go on my hunter or Titan and get them up to lvl 1 in iron banner and get the buff instantly?

The buff is applied to any character that is a lower rank than any of your others. So, say for instance, you had only a character at rank 1 they would only receive additional standing until they hit rank 1. Basically as long as you have a character that is above the others then they will receive the buff.
