The matador 64 can be the best possible pvp shotgun with the right perk roll. Currently, that god tier roll is aggressive ballistics/shot package/rifled or reinforced barrel/kneepads.

Lol... Added impact =/= better chance for a long range shotgun OHK. Shotguns have an extremely sudden damage dropoff once their range is exceeded. Once someone is inside that range, even with the impact of something like Found Verdict (assuming it would also have shot package), they will be dead in a single shot. So I'm not sure what your thought process is, but you're clearly mixing something up.

Aggressive plus reinforced/rifled barrel caps both the impact and the range on the matador, which are the two most important stats on a shotgun. I'll admit LitC is pretty good and can get you occasional one shot kills from pretty ridiculous ranges, but it's inconsistent. Kneepads is better because extended slide distance is incredibly useful for closing distance while avoiding damage or escaping from sticky situations. Also, the kneepads perk is currently glitched so that you get the extended slide distance regardless of whether you actually have the weapon out. Check out the shotguns of some top tier pvpers if you don't believe me that kneepads > LitC. Inconsistent? My shotgun has 4 rounds in chamber 25% chance for Litc is not inconsistent, thus increasing it's chance per shot 33%, 50%, 100% for a ridiculous snipe. Litc is just plain amazing on top of the impact and range on the shotgun. Read and weep on my party crasher on Titan inventory.
