I think that it is similar to the Vex glitch that still happens occasionally. It is still a fusion rifle, so under some extreme circumstances, it acts as such.
The Vex glitch changed the ammo counter from 21/xx to 3/xx. It required you to charge it like a normal fusion rifle and then fired of the seven rounds. Made it unusable do to the delay caused by the charge, the inaccuracy of the shots and the fact that it requires about 5 shots to kill. (Before Dark Below and after nerf.)

Yeah it was the first time it happened and I used the weapon three days prior leading to that. Well, the video linked was the second occurrence of this but the fact it happened twice within a few hours and zero times over three days was surprising to me at least. It's certainly not good but hopefully it'll work more times then not I guess.
