I posted the same recently.
It makes ZERO sense to have a timer when not in combat. Its absolutely pointless.

Awesome, hopefully Bungie will see all these posts and do something about it. This issue wasn't on their list of things they're aware of on the latest weekly update. Hopefully we can get it on next weeks!
