According to Bungie Help, you must have the materials on your character in order to exchange materials with the Speaker. If you do not have the materials on your character, the exchanges will not appear at the Speaker.

As for Eris, you need to be Eris Rank 4 on that character to exchange Radiant materials with Eris.

Thanks TravisSch I'm certain that I had quite a few Radiant Shards on my character after just completing Crotas End but I will be certain to check again.
