Did the black garden again yesterday with cut scene and NO strangers rifle dropped at the end. I'll try on another character but I'm not confident.

You have to start the Character over again.

I think you can only get it once per character. I really shouldnt have broken them down.

Another character who hasn't done the mission will get you the rifle for sure. It's once per character.
