There is another inofficial solution to this. Bungie does not support this solution nor reject it. Use it on your own free will.
Go to the network setting of your console, and search the option "MTU". It should be set to Automatic - 1500. Change it to manual and type in 1397. Confirm the changes and start up Destiny. Normally this fixes the issue.
Unfortunately I cannot tell you why a lower MTU does fix it, nor why this problem even appears. It just does. If the solution causes any troubles, you can change it back to Automatic anytime without a problem.
