Why haven't they made a game where you play as the Joker? What is with game developers not tapping into villain market?

You can play as the joker in bat man arkham asylum and origins.

But only in the challenge mode for asylum, I didn't play Origins so I don't know if it's the same . I'd like to see a full story with the joker, they could do an origin style taking from the comics and go from there letting us mess around and destroy arkham
