Are they OP? Debatable.
But let's look at it like this...if they weren't good in PvP, no one would use them because The Traveler knows they aren't worth a thrall's butt in PvE.

This might just be cause im that good but i main a hunter in pve and pvp and usually lead my team in both. (Must be the frabjous cloak😉)
