Bungie did not say [i]why[/i] they are gone. It's most likely a bug they're unwilling to admit to.

Fist of crota has the one blade in the early stages of the mission. Only way to sidestep this problem. Don't except those bounties unless your will to play the mission and wipe. They'll notice, eventually.

Bungie is aware of the issue. It was mentioned in an update last week. All they said (paraphrased) is that the Blades of Crota aren't showing up, so you can do the Fist of Crota mission to complete those bounties.
