They did state it in one of the updates. It was removed cause it could have been exploited. Which it would have been, and some people would have for sure been crying about it.
Like getting shards from Queens Wrath gear, mats for like the first week could be exchanged for coins and the loot cave. Instituting those dumb ass commendations making you re-level exotics. All ways to slow progression and artificially extend play time.

People keep saying it was mentioned in an update. Yet I've never found this update. I've checked. Never seen it. Not calling you a liar. But never found where they stated they were removing it. I remember a shit storm after they removed it because people didn't believe they were given any heads up about it.

I bought the game in October and the exchange was around right up until TDB dropped in December. It wasn't mentioned in the patch notes prior to the DLC and I don't remember seeing it mentioned anywhere else.

It was, very early on. They tried to explain it, like they were making it better or something. It was one of the updates or community things. If I could pin point it for you I would. Just don't recall exactly how long ago it was.
