1 billion tanks vs Goku
The tanks are CE scorpion tanks. Goku has SS3. We're using DBZ, Halo, and RvB canon. Halo canon from gameplay only.
Now, we already know that tank beats everything, but let me do some math anyway. To quote private Leonard Church:

This thing being a scorpion tank. So we know that one scorpion tank can destroy at least one planet.
That being said, we must remember that private Church is not armor certified and has no training in using a scorpion tank.
So we can assume that a trained operator could destroy several planets with a scorpion tank.
So the tanks can destroy several billion planets.
As for defensive qualities, CE tanks are indestructible. Only the drivers can be killed. And we know that tanks can drive themselves.
So, the tanks are invincible, and can destroy billions of planets. Goku can destroy billions of planets, but is not invincible.
I think the answer becomes clear.
