If you stand beside the speaker for exactly 77 minutes, he will start walking down the stairs to a small door on the bottom level of his chambers. He will stop there and start mumbling again. If you listen to him for 7 more minutes, he will finally open the door. Go inside and go down the stairs to get to the tower basement. Inside you will find three chests. One contains a 367 damage Gjallarhorn and a 400 damage Vex Mythoclast. One contains a full set of light level 42 armor and the Crystal Bell shader. And the third chest completely resets your level to 1 and erases all gear from your character and your vault. The thing is, you can only open one chest, and it is randomized for each person.
