I'm not sure if he's a warlock, but Xur is a Jovian, they're people from beyond the reef who were affected by the darkness/the travelers last dying breath of attack towards it, it transformed them like it did the awoken (more seriously obviously) and he works for The Nine (old war minds from pre collapse).
