Very nice addition! Although, I'd probably have the Rule of Wait perk only work if the shot hits the body or that the shots have a chance to bind the target. I say this because if you 1-shot the target with a precision kill, then it'd be a little useless and the perk having a 100% chance would be admittedly a tad overpowered in PvP. (Though it'd be super awesome. XD )
