Have you tried to power cycling your router/modem?
Shut down your computer and xbox.
Unplug the cable modem from the electrical outlet.
Wait 10 seconds, then plug the cable modem back into the electrical outlet.
Unplug your router from the electrical outlet.
Plug your router back in.
Make sure all the usual lights are on.
Wait 30 seconds, then turn your computer back on. Then your xbox.

Yes. Was the first thing I tried. My brothers xbox loads his crap just fine.

Is his Xbox connected directly to the router with a wire connection? If so, try hooking your Xbox up to his connection to see if that will work.
