Did praedyth make the praetorians? if so, was it to keep the vault protected from other vex or from humans?

If he made the praetorians then it would of been to fight off the vex but if that's the case the vex probably took control of them and turned them against the humans but if he made them to fight off other guardians then the praetorians should fight against the vex aswell but then the vex can also control them that way so that is just a big mystery lol
