Even if there was a Tower location for finding raid partners, it wouldn't be as efficient as using these forums. Half the time you need to recruit people mid-raid/strike/mission. If you were in the habit of going to the Tower to do this, it would ultimately be way more stuffing around with loading screens when people using these forums would be just pulling up the bungie app on their phone and posting an ad/account to join.
The recruitment section of these forums is great in my experience. I rarely struggle to find people. Yesterday I managed to find a Templar cp twice in a row in less than an hour, which was exactly what I was looking for.

I see a lot of debate about matchmaking for raids, both for an against. What about having more than one way to access the Raid? ie; One that supports matchmaking, and one that doesn't, so those that don't have the required number of friends etc to start a raid can choose to use matchmaking, maybe with a big disclaimer they have to agree to before they can use it, that states you understand the risks etc Those who don't want use it can just access the raids in the normal fashion.
