Make loot drops fair to people with bad luck!

Okay, so here's the story. I have been playing this game for a long time now, long enough that I feel like I can say with certainty that the following ideas would only IMPROVE the game. This is only my opinion, as a player who has unrealistically bad luck in almost all loot drops, and I may be the minority. I had to say something on the off chance that bungie wants to make people like me continue to play despite our bad luck. getting a legendary engram is one of the most amazing feelings, yet I hardly see any legendary engrams. A good number of people that I have talked to have no issue with the rates of legendary drops, as they get good loot often enough to be happy with it. I on the other hand, have no such luck. every once in a while I get a legendary engram, but it then proceeds to give me ascendant shards or energy. I DON'T LIKE THAT. if we want more shards or energy, we can dismantle the gear we get out of those engrams. I would much rather not see another ascendant material ever again. I HAVE TOO DAMN MANY. I am honestly considering scrapping all my ascendant materials, because with my bad luck I would have all 250 of each again within a month. I honestly dismantle most of my legendary gear anyway, because of crappy stat rolls, so even if I get something, it usually sucks. I want to see the drop rates of legendary engrams go up, and take away ascendant materials as a possible content of an engram. IF I WANTED MORE, I WOULD DISMANTLE MY GEAR. For example, in Diablo, there is a contingency plan that ups the drop rate of legendary items if you have not earned one for a while. a system like that would allow players to get gear they want. I am not necessarily saying that you should BOTH take away materials as a possible content and up drop rates. I want either of those options to be considered. more engrams would give me more chances to get the gear I want, and in the grand scheme of things, ascendant materials would not bother me as much if I saw more guns and armor than I saw ascendant materials. Or if you made engrams unable to give you materials, then it would also solve this issue as well. I am not saying that this is a great idea, nor am I saying it should be implemented immediately. I only want this idea to be considered, as it would make me, and many other unlucky players, much more satisfied with this game. As a side note, Trading is a hotly debated subject, and one that seems to make many players argue. My opinion is that, while it may not be a good solution, if used properly, trading could make the loot system fair to everyone. not everyone wants to see ascendant shards or energy pop up when they decrypt an engram, so trading would allow players who get multiples of the same gear, but really want something else, to get what they want, and give another player something that player wants in return. I see no reason that a trading system would be the best solution, but it would make my life, and the lives of many other people, more fun. Now for my usual complaint: Hard Light. The one exotic I would trade any four of my exotics for. I have been grinding away in strikes, raids and nightfalls for fifteen weeks (I mean seriously, thats a long time for anyone to spend wanting one gun) and I still have not received one. I really want the Hard Light because I really like auto rifles, but the suros fires too slow for my tastes, and necrochasm would fire too fast. Hard Light has just the right fire rate for my play style, and would make the game much more fun for me if I had one. at this point, I'm going to grind in strikes, ignore my friends who want to do the raid, and just do Roc strikes until I drop from exhaustion (not that I don't already, just look at the amount of time I spend doing strikes!). I don't ask for you to give it to me for free, but I feel like I should have a way to obtain it after grinding for 15 weeks. Lets have a poll to see what players like more:
