Because the game could be bigger on PC but a lot smaller on consoles due to limitations thus putting console players at a disadvantage. They probably want the game to be the same across all platforms so nobody feels cheated.
That's what I think anyway.

PC gamers would feel cheated if they didnt get it not because it wasnt a huge PCcentric game
