All of my Guardians are over Level 300, but the Cryptarch is still decrypting a lot of my Rare Engrams in gear that's as low as Level 265. If I'm lucky, I occasionally get something that's over 290, and on very rare occasions I may get something that Level 298, but only on two or three occasions have I ever gotten Rare gear at Level 300. It doesn't make any sense. I think that all gear drops for player Level 300 and up should be between 280 - 300 Light, with higher chances for Level 300 gear the higher your light level gets. The same should be applied to drops from Vanguard Heroic Strikes. I have no use for anything under 280 except dismantling it for parts.
