because if it is changed to all numbers, that means that it was moderated by the forum Ninjas. Likely it had been reported and the offending info, like the advertisement was removed by them.

Forum moderation are not members of the security team. they cannot issue game bans. They moderate the forums and clans. Same reason name and shame is able to be moderated faster than a game ban from a report. Ninjas (forum mods) are able to act considerably faster than whatever is left of the security team that handles bans.
