I'm not sure why everyone thinks you're supposed to be able to purchase that weapon from Banshee. All you have to do is pull it from your Collections.

Thank you both, that worked! Personally I thought it was from Banshee because of this [url=https://www.bungie.net/en/News/Article/49676]TWAB[/url], and multiple videos showing people purchasing it from Banshee. Guess that changed since then. Greatly appreciated.

It is only purchasable from Banshee if you had never previously earned the Mini-Tool. If you had already acquired it then you simply pull from Collections, or if the gun was in your inventory or Vault its power cap was automatically updated.
