I cant get Maximum Extraction triumph done and i dont know why

I have done a lot of expert breach executables and got all the radiolaria and the 2 encounters done but it wont give me the triumph. can someone help me understand what else i need to do?

Are you filling the meter by dunking the data things before the encounters time out? I don't remember for sure, but I think that's one of the requirements for the triumph.
