Hierarchy of Needs not working properly
Hierarchy of Needs will semi-regularly fail to create a Guidance Ring when hipfiring with full stacks AND still consumes all your stacks. This makes an already weak bow even harder to use. Please look into this. My best guess is that it has something to do with how much you've drawn the shot before firing.
Also, Hierarchy desperately needs some buffs.
