That's not a reason for it not to work? It's a reason for people to consider it unfair. Big difference.

No, I do mean to say that equal wages for unequal work would result in reduced functionality and efficiency. Few people are going to work at regular capacity knowing they get paid the same anyway.

Except it wouldn't be slavery. Slaves are a degraded section of a society. If the whole society is under those rules then technically it's not slavery. Further, slavery is defined as being one persons control over another. If the government is the one making the rules then again, it's not slavery. Servitude. But that's legal.
