This post explains the level 14 I saw shooting into the loot cave yesterday. I went to Skywatch to knock out a multiple bounties - this guy sat in The Spot the entire time...just shooting his sniper rifle into the cave. He didn't move when the Blades spawned and wouldn't even take the sword when I left it for him...right next to him. I finally got tired of watching this futility and activated the Defend the Warsat event when it arrived. I then sat on the building and watched Urzok repeatedly kill the L14.
