Yeah, showing Xbox core services as down. Don't know if I should rage at bungie or Microsoft now!

Probably Microsoft, since I cannot Sign into Xbox Live. I hate how all of my games are unavailable because none of them offer any sort of offline play.

If you have your xbox account home consoled to your xbox one then you can play games offline. (Except obviously online needed games like destiny, titanfall, ect.)
