The game is rigged to give you ammo types you don't have. It's always done this. The ammo dropped is determined by who killed the enemy. so when everyone is shooting you'll see lots of useless primary and secondary ammo because the person who got the kill shot was either low on that, had a weapon equipped that causes more of that type to drop or has run out of that type of ammo.
Of course if you think it's a glitch then Bungie can always patch it so that far less heavy drops for everyone and then you'll need to be Xur's best friend or have a lot more glimmer farming in mind.

He was out of both primary and heavy, so by what you are saying it should have dropped primary too.

Kill everything and you'll notice that you end up with a tonne of heavy ammo drops. It's always done this! The key is not to cross kill i.e. to kill the enemy yourself and not have others shoot the same enemies. Even a titan with Ruin wings can make a virtual infinite amount of heavy ammo in crota. Seriously do you guys really think that simply having no ammo somehow makes the game create an infinite amount of heavy ammo. How would that even logically work. You can't accidentally program that i.e. if ammo empty create heavy ammo drops only...really!

You're just wrong here, man. It's a glitch. Many times we are constantly out of heavy and never receive anything. Getting rid of your primary and having ice breaker regenerates heavy like gang busters.

Nope it doesn't. You can kill them all in hard mode and not a single heavy drops (with you having no heavies at all). With this 'tactic' it does.

Always drops heavy for me and I'm not using icebreaker. Only requirement has always been that I don't cross kill crap.
