In the raid that ends with the Nexus, there is a laboratory room with 2 levels and a few Vex in there. Sometimes (happened twice for me)... one of the Vex will wave at you. So if you can't get a Guardian to... a Vex will do the job. It's more of a 'Royal' wave... not a full arm extension.
