Which version of the game do you have for PS3?
If you have a disc, you do not qualify for the offer for the base game. You will have to purchase a ps4 copy. Your expansion pass will still upgrade for free, though.
If you have a digital version, you log on to the PSN store with the account that bought the PS3 digital copy, and download the same version of the game you have for PS3.

OK, but I got the Vanguard Armory Pre-Order for PS3 and on the Playstation Store that version Isn't even on there so do I go to the standard version or am I screwed?

The vanguard armory preorder is not a version. Te vanguard armory was just an add on.. You either have: Standard physical copy, limited edition, or this edition. None of these are eligible for upgrade, because they come with a disc. Standard digital copy, or digital guardian edition. They do not come with a disc. They are eligible.

Using the same PSN ID that bought the game for PS3, add the same edition you bought to your cart an complete the free item: http://www.destinythegame.com/digital-upgrade I you are having difficulty, thinking it isn't working, give Sony a call. They control both the store and your PSN account.
