Phogoths beam cant hit you when you camp in the other room and snipe through the hole. Not even the shrieker can hit you. Its the players choice to take safe shots at the expense of increasing the duration of the fight. If its still not "fixed" it can be assumed its the intent to give the player the option...until they remove that option.
This isnt much different. Taking shots from safe cover provided to the player.
I prefer to run around but that is in no way a more "legit" strategy, just my preference.
Cheesing is more like self ressing in order to have all of the enemies disappear.
Cheating is more like disconnecting or otherwise disrupting the network or even your hardware to gain an advantage.

I agree, no idea why some would go up in arms with how others decides to play the game. Is it personal integrity that they strive others to aspire to or what? If they want to do it without using safe spots that are near impossible to die, then go for it, but if others wants to exploit those very same safe-spots, let them at it. It's a damn video game, not life or death situation in real life, so I say play it how anyone wants to play the game until the devs see fit to change it. If it WAS real life or death situation, naturally we all would find whichever way ("legit" or not) to survive. Nobody wants to risk restarting from orbit, so do what ya'll need to do to survive and stay hater-free.
