IMO Helm Saint 14 is the best exotic armor piece in the game. Turns a protective shield into a weapon.

It is great but personally I love Armamentarium. Nothing like having a virtual endless stream of grenades in either PVP or PVE. I usually play as a striker so that might be why I'm bias.
