well I have both I was level 30 with raid gear (missing the helm unfortunately) and I consider myself pretty lucky that I have three pieces when my other friends are still missing pieces one in particular has done it on three characters more times then I can count and is still missing boots every week is the same story gets nothing but chest and arms (yes its HM) so I don't think your statement is at all accurate there are loads of people who like my friend are consistently missing out and other get two or three in only a handful of attempts if anything is to blame is the system I think the VOG should be like the iron banner where you are required to do a set tasks a number of times to buy the pieces you need excluding the helm that should be a reward for finishing HM a number of times something to that effect I think that would be a fair system where everyone wins yes those who are better will get there faster then those who aren't but thats the point it avoids situations where people with no experience just walk it and think they have what it takes to beat it just because they are level 30
