Everyone young that has played with me has just been annoying. I don't mind talking, but being chatty or excessively excited about being shot gets old fast. I've never kicked anyone for it, but they become a liability when half the team mutes them and we can no longer communicate. Skill and teamwork are both necessary, and a liability in either category will mean everyone else has to work harder.
