Have had the same issue the last few days. Weird spikes in low fps, random server drops, loss of team chat ect.
My rule of thumb is to blame comcast for everything network related

just got done talking to them for a couple of hours and after everything they could do nothing changed. Destiny is the only game I have this happen with so I blame Bungie
