I've brought this up before in replies and think it would be of great benefit to the game and customization. I'm not sure how easy this would be to implement, but I really think it would open up the game a lot more and see truly unique guardians.
Me - Currently 2 level 30 Guardians (Titan & Hunter) working on my Warlock now. I've been paying attention to all of the gear from level 1 on and noticed I really liked quite a bit of old armor and weapon designs as well.
Current level 30 Hunter - 7 armor variations to keep the level 30. 4 different helmets (3 Exotic), 2 Gauntlets (1 Exotic), 3 chests (2 Exotics), 1 leg armor.
I've seen about 5 helmets, 4 chests, 3 gauntlets and 3 leg armor variations that I would love to rock on my Hunter if only I could keep my level 30. Some are as low as level 10 gear. If I could use these, it would offer 15 more items to costumize my guardian with and the combinations would change drastically.
What if we could use old armor (even those without current ability to add light) and still keep our level 30's (21-29 as well)?
One thought, Example - We have the ability to bring a leveled up Exotic chest piece along with our level 15 (for example) chest piece to an armor dealer (like the Gunsmith) and he could infuse the level 15 chest with all abilities of the exotic. We leave with an up-gradable chest piece (legendary now) that could reach level 30 and lose our exotic. Now we have more options and use for any duplicates. We would have more reason to look at all past chest pieces and make them relevant again (including all faction gear). This is just one example for chest pieces only. It could go for all armor and even weapons and make them all relevant.
I think this could really make the game feel fresh and new in a lot of ways. Checking old armor, actually looking at all those green/blue drops (and even legendary, if you're level 30 now). Any thoughts, criticism feedback on this? Do you think this would help?

Maybe you could like transfer your raid armor stats stuff to any armor you want and then it let you be 30

Now i don't think that you'll be able to OP out lower grades of armor, i do like the concept. Although bungie will probably ignore this. Although they will be coming out with new level 30 gear for more diverse armor looks.

Pretty Awesome Idea, Not to mention they would increase the playtime of some players who would grab a lvl 1 they haven't leveled and go through story again trying to get as many pieces of gear as possible. This is sometime I would love to see implemented into the game.

WoW has this called transmog if you have a piece of armor you can pay to make your armor look like that piece but keep your max level and perks and junk, good idea I've been saying this from the beginning.

It's a great idea. They have this in guild wars 2 any item you get can have its skin "unlocked" for usage to reskin other pieces of armor and weapons so you can always have your favourite set style no matter what level you are

They could offer legendary armor engram's or make just the random preset stats be the armor drop. They could have the same roll chance as getting any other legendary drop/ rewards Nice post and great idea. Bungie definitely dropped the ball in the legendary and above armor designs. (and don't even get me started on the their failed broken color palette. For example what color would you think Polar Oak would shade you armor? Give you a hint (there's nothing polar about it) But they failed even more in the personalization options of your guardian. Really Bungie, you gave Destiny technology like the Mythocast and space ships, but nobody in the Destiny universe ever came up with some hair clippers. Scissors even? Plastic surgery options would be amaze balls.

A good idea. Another would be to make another use for Motes of Light. A mote by definition is a small piece of something, it would stand to reason that we could infuse Motes of Light into something. Bungie could make it a 3:1 system so it would be more difficult to upgrade armor. We could bring a chest piece to an armorer and they could then work some space magic to infuse 3 MoL to add +1 light. This would give us another reason to grind XP.

See i want this, i think of it this way, what if you are proud of your VOG gear and dont like the looks of crotas gear can i please upgrade my vog gear to be equal because tbh it make my warlock look boss

I agree with you in theory, the game is supposed to be skit gear customization but if you want to be 30 you're stuck with whatever perks your raid gear has, not really much choice there
