No. The armor will not get you to lvl 30. Essentially a pointless event if your a 27-29

This is no longer the correct answer, as the new iron banner armor is on par with raid gear as far as light level is concerned.

Yes it will bc if you compare the amount of light us can go up to as it says 30 and in rade armor it is also 30 but if you go to say the vanguard armor it only has a max of 27 light so yes you can
