is there a way to tell on phone how close u r to leveling up w vanguard or crucible
Any thoughts can this be done w out running to the tower to check ?

Yes. Select your guardian and one of the tabs has the info when you scroll down. It's the same field that tells you how many raid bosses were looted etc. you will see it there
