Exactly. Won a match earlier with a team all level 25 to 28. Kid on the other team was killwhoring (ignoring the objective) and he went 18-2 as a level 9. He spent the whole match one-shotting people with his green fusion rifle...

Just to add to that with an anecdote, I was switching my armour to drop me to level 20 for matchmaking and then getting dressed to 27 once matched (I thought this would give me easy kills). Anyway two matches I forgot and stayed in common/uncommon gear and had my most successful games!
