This may come from a biased side but I use the shotgun a lot , and it's usually a two shot kill it's inconsistent, so that makes up for the over usage I usually die a lot to because of the terrible range that the shotgun has. Also, whenever I use a sniper I tend to run out of ammo quickly so reducing the special ammo would just annoy most snippers.
