how do you access the vanguard gear?

Should be able to via the Vanguard vendor. Location is in the same section of the tower as the ship vendor. If you have app, then should be on the right hand side of the tower map, provided they haven't changed vendor locations since beta. I'm still just under 5.5 hrs until I can log in so, this is by no means official.

I believe it's available but you still have to earn the vanguard points or whatever.
