Everyone has a different style. It tells a lot about someone how they equip themselves.
Only one or two items is fair.

In competitive multiplayer, yes, to level the playing field for those players who haven't been lucky enough to obtain a piece of Legendary Gold Exotic gear. However since there's no one to be unfairly competitive against in story oriented gameplay modes, it does make much sense to put a limit on LGEs if there are supposed to be some ultra hard challenges even for the PROS!

I feel ya, but since LGE's won't be lying around at random, it would make some players shoot through the storyline/raids etc, whilst other not that good or not that frequent players have to get by with rare items. This way there is a balance. Personally I prefer skill to be the determining factor for items you can use (WoW for instance) but Bungie chose a game system that is making sure you still get to show of skill, but not be an overwhelming amount stronger then your peers. So you can still play together sort of.

My guess is that near the end of the franchise they will complete unlock the exotics. By then we might have to face mobs that are so hard it might be needed. At least that's what I'm hopping for, but that's a long time from now.
