Is the strike on the devils lair a raid because I completed it with two other randoms after a hour and a half

Raids require 6 people to even allow you to attempt it.

What actually happened was the two groups were put in to the same instance initially, but when you entered the actual "strike" area, you were then separated in to your own instances. This is an example of what Bungie calls a "shared world."
