Since Bungie won't answer here is my take. Most online games even close to this game type don't have private matches and don't think Destiny will be any different.
Main reason is part of PvP you are rewarded for your efforts so they have to keep things constant and fair. If they did do private matches no rewards for playing, and if so defeats the purpose of the game.
So that is why I don't think it is in the game.

All public PvP games will rated unless specified otherwise.

are u high? there is no ranking system that matchmakes ppl based on skill like Halo 1-3 its a level based matchmaking system which is like every other game based on time played anyone can get high rank just by playing that does not equal skill

Yes, there is. It's called the ELO system, or some variant there of. How exactly is implemented on PSN is debatable, but on XBL it's essentially compulsory. Using a character rank for matchmaking would be idiotic.

For a loot based online experience it does. The games has a major PvE focus. I am not saying Bungie will not take care of the PvP player, but it's not like Halo where it was only about static PvP for online. If you played WoW, if you played SWTOR, Rift, Defiance you should have an idea what I am talking about. The main focus of the game, is to get the best gear you can rather through PvP or PVE. no reward means no gear. In that manner private matches with no reward defeats the purpose of the game. I don't care if Bungie adds it or not, it won't effect my gameplay. Give the gamers what they want. I am just stating why I think it won't be in the game.

smh u realise EVERY game gives u rewards in public play and nothing in private lobbies but still has them right? what is the point in having the best gear when u cant even challenge other ppl in a private lobby with either iron banner rules on or reg crucible rules with everything equalized? u arent making a case for ur point tbqh

Get your gear, and wander into a playlist where you don't set up the rules to your liking. Now that is a challenge.
