Edit: it seems (with collaboration of the same issue on other accounts) that the friends that populate on the companion app friends list (only for xbox as far as we can tell) are all preexisting friends from the 360. Any friend added from the users xbox one will not show up on the app.

On the xbox one you must be sure that both people are following each other to be "friends" that way you'll show up on the friends list on the app

They happen to be following back even though I hadn't directly thought of this as the cause.

I am having the same issue. Apparently you can go on xbox site and request them to be 360 friends too. But I would love if the app and bungie.net would just pull the xbox one list if we wanted!
