I think you can't? I mean when I'm in a 6 man fireteam self made, We talk all the time. But when I matchmake nobody seems to have a mic. Seems weird to me. Since every PS4 has a mic. So maybe you need to be in a fireteam? I don't know. It just seems hardly unlikely that I always had a matchmaked game where nobody has a mic on.
